Faculty and staff,

Since my last communication concerning the recent executive orders and their implementation by federal agencies, a national temporary restraining order was issued by the District Court for the District of Rhode Island. I encourage you to reference an to help understand the implications of the temporary restraining order. In short, the legal analysis recommends that you:

  1. Continue all grant and contract performance, as required under the existing terms of the award, unless and until a formal award modification, change, or termination is received and becomes effective under the relevant terms of that award.

  2. Continue all normal billing and cost recovery processes, including any agency required draws or submissions, on a timely basis.

  3. If an award specific modification/change order or termination notice is received, please engage with the ÓÐÁϺÐ×ÓÊÓƵ Office of Grants and Contracts, as well as your vice chancellor or the provost, to determine the impacts of the modification/change order or termination notice. You should continue normal performance and business practice until the processes for effectuating that change/termination have been completed. Ìý

ÓÐÁϺÐ×ÓÊÓƵ University Relations has established a website to help answer common questions. If you cannot get answers to specific questions, please work with your vice chancellor or the provost to get a legal opinion from UA General Counsel.

Since the restraining order is temporary in nature, we expect additional information will be forthcoming as the court review continues. Furthermore, it is likely that additional executive orders affecting college education will be released over the coming weeks/months. I will continue to work with UA’s Office of the General Counsel to get legal opinions on the actions that we at ÓÐÁϺÐ×ÓÊÓƵ can and should take as a result. I will continue to communicate those to you, and our public relations team will add to the FAQs.
